Thank you for video. I think that that issue you have is because of the wrapper transition property - that is not necessary. Please open style.css and go to the 1191 line, you should find this ".pace-done #page-wrapper," Please remove this line and it should fix your problem, is add transition to all properties for page-wrapper which is unnecessary.
Screen Flickering issue on Inspinia - Responsive Admin Template
When i inspect the page it start flickering the whole screen as i have attached a video link of issue
