Smarty is HTML template, not a wordpress theme (I think this is what you are asking). You can create a wordpress theme using it but coding is required.
OK, so I dumped the whole thing on my server (via FTP) and am in the admin panel. However, how can I make it so the admin part of the site is password protected? I am not sure what to do to set up an admin account and password.
Indeed, the purpose of a template is to be used to create your own website but at least HTML is required (this is enough to create the frontend using Smarty). Here is a tutorial to learn HTML: https://www.w3schools.com/html/
To create an admin panel for your website using the template is way more complicated: a backend programming language is required (example: PHP).
So all the templates you see here on wrapbootstrap (and similar marketplaces) are for developers. If you are not a developer, you can hire one on various freelancing platforms. Or you can ask for a refund.

Yes, I don't think I will be able to manage on my own. I'm only just learning AutoHotkey at the moment, so this is definitely beyond my skills. Also, I wanted something that I could just use out of the box. When I saw that this theme had an admin panel I thought that meant that it would be easy to use it to edit the site.
Sorry to be a pain, but could I have a refund? I think I need a Wordpress theme instead.
