Hello, it"s not dead, not active releases does not mean is dead but I continue supporting it. Sometimes is hard to keep continuously delivering version as other priorities arise and projects surge so the time and effort becomes limited. When back to normal I'll try to put more new releases.

Regadin to the new version of Bootstrap, I can confirm that it won't happen in the short time of the year, but I will try to work on a dependency update for the next few months.

Still no new Angular and Bootstrap versions.
I think it's time to move on to another project if you are not willing to continue to work on this.
